United States Government Consultative Meeting on M&E/HMIS Programme Development

The United States Government (USG) held a consultative meeting on 3rd August 2010 with Development Partners in Health in Kenya (DPHK) to discuss the priorities for strengthening Monitoring and Evaluation (M&E)/ Health Management Information Systems (HMIS)  in the Kenyan health sector. The discussions were intended to inform capacity development plans under USG’s new country programme for Kenya. GTZ Health Sector Programme, through Dr. Klaus Hornetz, participated in the meeting as a member of the DPHK.

USG’s goal for the 2010 – 2015 Health Sector Programme in Kenya is: “Sustained improvement of health and well being of all Kenyans.” The strategic objective is: “Improved health outcomes and impact through sustainable country led programmes and partnerships”.

During the meeting, which was mainly a Question and Answer (Q & A ) session, the team of consultants leading the process inquired about:

  • Current status of M&E and HMIS functions at national, regional, district, facility and community levels.
  • Critical areas/ gaps that would require support in order to enable Kenya to provide reliable and timely data to support evidence based programming and decision making.
  • Critical organizational developments / institutional capacity strengthening areas.

The different donor representatives highlighted the need for reviewing data collection processes in Kenya and the utility of data for decision making. German Development Cooperation (GDC) strongly emphasized the need for using an effective decision making framework that would determine which data are required in what quality and in what frequency.

There will be further consultations on invitation of USG agencies to elaborate on programming plan.
